The case
Software, medical services and B2B headquarters locate here for a reason that does not appear on a rent schedule: the operating risk is lower. Yucatán also sets its payroll tax between 2.5% and 3.0%, below most of the regions on this list.
Staff turnover is materially lower here than in the industrial north, which changes the arithmetic on training investment. It is also somewhere senior people will relocate to voluntarily, which is not true of every region.
